leveling imperfections in wood stair treads

The stair treads to my second floor apartment are a little over one hundred years old and appear to be some sort of hard pine. I would now like to paint them. The problem is that through wear, the harder portions of the grain is much higher than the softer portions which makes for a very rough surface. Is there a product that I can trowel on or paint on thickly that when sanded would be a durable filler that will leave a smooth surface for paint?
