wooden fence

hi,
I live in a busy street and my backyard that faces the street is only 6' tall (at most). A lot of street noise comes right through this fence. I would like to dampen the noise by a lot so I was wondering if I put a taller fence if that would help dampen the noise? I am also considering putting up a concrete type of fence from concrete blocks. Would this be a much better sound barrier than a wooden fence?

Trees---specifically evergreens----dampen noise the best.

And even those don't do it that well. Search on the landscape design forum, there might be an old thread about blocking noise, sound barrier, or other search terms. If you don't find anything, post your question there.
