Sure you can. The better question would be: How difficult is it to paint the red table/chairs white?

The answer is:

Pretty labor intensive.

You will need to scuff the existing finish---meaning lightly sand every part of each chair and the table with 120 or 150 grit sandpaper.

Then primer---you can use spray primer.
Follow the instructions on the primer cans.

Then paint. Applying two light coats will mean fewer(or no) runs.

As far as brands, Rustoleum is good, Krylon sucks(long story why, but the company is on an anti-grafitti program and has changed the formula. That's great for the company, but bad for the paint.)

Spray painting is a good idea it can save your time and money. Moreover, there will be less mess leaving no brush strokes. You can use Krylon.
