Dining Table needing Chairs

I have a large wooden table that is 29.5" in height. The apron is 5.5" leaving only 24" for clearance to the ground. I am having trouble finding comfortable chairs with a low enough seat height that will fit under the apron. Can chair legs be shortened to a desired height if they are just basic chair legs?

Yes. I do this regularly with barstools and countertop stools. The standard chair seat height is 18"+- Don't vary too far from this or they will not feel comfortable to average sized people. That would give you six inches from chair seat to bottom of apron, which, IIRC, is the minimum.
