This sounds like the sort of thing that might be fixed in minutes, probably without requiring a lot of special tools. If you don't know anyone with much mechanical aptitude, perhaps you have a handyman who could take a look at it? We can't predict the cost without knowing what's wrong, but it might just be a 'service call' sort of fee, i.e. whatever it costs to get your handyman to walk in the door.

Most of the time it just takes two people and a good tug.
