Minwax on Gate

Found postings about this from 2007, so asking new question here. Used minwax on rough pine gate and it has held up well, but now some of the Minwax is coming off in chunks. Most of it, though, is still very smooth and doesn't even look cracked. Can I paint a new coat over the old, or do I need to sand it? Want to get this done before the Arizona summer sets in.
