How to make a counterbore at an angle?

Hello,

I'm planning to build an arbor soon, and will include 45 degree cross braces at the corners. I'd like to fasten them to the uprights with carriage bolts, but to do that, I need to drill a counterbore in the cross brace to accept the washer and nut squarely. However, in the end the bolts will be horizontal, so the counterbore hole will not be perpendicular to the face of the cross brace. Here's a picture I found on the web to illustrate what I'm talking about:

I don't know how to drill that kind of hole at an angle. If it was perpendicular, I would just use a paddle bit, but that won't work at an angle, at least not without a drill press (which I don't have). I think it would be really hard to start without the bit jumping all over the place, since the corner would be hitting the wood before the point could dig in.

Is there some clever way to do this?
