Lights Flickering

2 lamps in my living room have mysteriously started to flicker. No other lights in house flicker, the overhead canister recessed lights don't flicker. Just these two lamps--one is a floor and one a table. Bulbs are new and tight in their sockets.they are plugged into two different outlets along the same wall. The lamps will sort of brown out for a second or two, then come back to full strength and will do this a few times in a row and then not again for a while. Is this something for an electrician,or the utility company? Thanks,Jardinista

Something like this plugged into the offending circuit enables you to observe the voltage on the circuit. I some times use one to help with diagnosis.

Here is a link that might be useful: meter

If you are sure it is just a couple outlets in your house suffering this effect, then it is certainly not the utility companies fault. If you aren't comfortable trouble-shooting, then it would be time to call an electrician.

The meter will show the voltage at the receptacle and not necessarily the voltage at any other receptacle at the specific time. Another thing to try is to plug the lamps into receptacles in other rooms. If they still flicker, it might well be the lamp itself.

Thanks for the help. It seems like the lamps were not fully plugged in,loose from cleaning perhaps. Not happening now. Also was very windy when this was happening, will have to see if this happens again when windy. Thanks again, jardinista

Loose connections are not good for several reasons. Plugs should be fully inserted.
