fan keeps shocking me

my inline fan keeps shocking me n its no little static shock either, so i thought id take a look at it but i have no clue what I'm looking at other then the green wire ground (pretty positive thats the ground) so any tips or if u need more pics let me know i have more or can take more

Test with voltmeter between the fan housing and a known good ground. What reading is shown?

It's hard to tell from the photo, but is that green wire and black wire gong to the same terminal?
