Hello,

I have two outlets not working. There is power to the black positive wire but not to the white negative must be loose somewhere. However, the third copper ground wire is good and I get power if the positive and this ground wire is used.

Question, is this safe to use the copper ground wire as my negative wire?

OK, in AC building wiring there is NOT pos and neg.
There is a hot and a neutral. The ground is NOT a current carrying conductor and it is ABSOLUTELY NOT safe to use as a neutral.

Start from the two outlets that are not working, go to the next one that is working and look there for a loose neutral. As Petey points out the bare/green ground is not designed to be carrying current. It's there for safety.
