Licensed electrician plz answer, is this safe?

Preface, our house was built in 1989 by a professional contractor who used professional subs and subject to local codes and inspections.

Our basement is unfinished so you can see all the wiring and plumbing. Today while doing laudry, i noticed a few drops of water on the dryer which had come down from the ceiling. My husband had taken a bath in a seldom used tub directly above that area. This is the second time it had happened so i got a step stool and tried to find where it was coming from. As i checked out the area, i saw that both the drain pipes and hit and cold water pipes run directly above the electric wires which are not in any conduit, just that thick flexible plastic type thing. They are so close, water and electric that they may infact touch. Even without any leak, water pipes sweat ... The leak itself does not appear to be of any size and did not get the electric line wet this time.

What i wondered is, is this safe? Is this a crazy way to wire? Should it be moved?
