Can I run a 15Amp/14awg branch of a 20Amp/12awg circuit?

I am wiring a loft that has no electricity at present. However, there is a junction box in the loft that feeds a light and its wall switch in a room below the loft.
This light circuit powers a 2-bulb fixture (2x60watts) and nothing else (no receptacles or anything else). Additionally, no chance that it will ever be used to add anything to the under-loft living area.
This is a 20amp circuit wired from the service panel with 12awg/nm cable.(overkill for 2 60 watt bulbs).
Can I run a 15amp branch using 14awg/nm out of this box? The new 3 14awg will connect to the existing 3 12awg hot/neutral/ground (separately of course). Is this allowed/code compliant? Any possible problems down the road?
