Problem with service entrance

In our new construction home, which will use electric heat, we were told by the power company that the building code requires 400 Amp electric service. I visited the site last week and saw the wire in the trench (the pole is not in yet) and it is 4/0 aluminum which, I understand, is rated for only 205 Amps. I don't believe the 400 Amp requirement, because my house is super insulated and is fairly small (1800 square feet + basement), but I feel I didn't get what I ordered. Also, is aluminum wire a problem for a service entrance?
