can recessed can touch wire?

We are currently adding recessed lighting to the basement. ceiling is dry wall. When we cut holes for the lights were found wires. some of the can lights would be against these wires. there is not enough slack to move the wires away. can lights are 5" halo remodel cans rated for direct contact with insulation. the only other option is to cut thewire and add a junctionbox so we can add more wire. boxes would then be behind surreal which I know is not good
we can't pull all new wire....wire goes to main floor which is plaster.

Suggestions appreciated.

The IC cans are OK to touch anything including insulation, other wires, building structure.
