"Disconnect" definition (for a water heater)

Is a 240V switch (double pole) considered a "disconnect" according to NEC?

I have one on the water heater, but it hasn't been a code issue since the heater is within line of sight to the main panel. Now that I'm about to wall off that area as a utility room, I'm questioning the switch's validity as a disconnect according to the rulebook.

If it's not, what's the proper item to use? Do they sell single-breaker panels? I didn't see such a beast at the local BORG...

Yes provided it opens all the non-grounded conductors and it is suitably rated for the current involved.

You can also get dedicated disconnects either switched or pullouts, fused or unfused. If you say "DISCONNECT" most of the idiots at the store can find them. They sell them for heaters, furnaces, airconditioners, etc...
