Plugged-In Air Freshener Liquid Going Down Fast

My friend in Houston recently moved into a house and had all the 120V 15AMP outlets changed due to their color and not holding in plugs well as well as every circuit breaker replaced. He told me that the scented oil bottles that you connect to the outlets go down in two weeks on the lowest setting, whereas in my house in the Phoenix area, where the outlets and circuit breakers are 20 years old, the liquid in the bottle lasts at least one month on the lowest setting before becoming empty. Do new outlets and circuit breakers draw more current? Does humidity/environment play a factor? What could the explanation be for this difference?
