Generator transfer switch. Why aren't they fused?

I plan on wiring up a portable generator to my house service. I have the light meter socket, which connects to a 200 amp switch to isolate the house from the outside, and then to the main panel in the house. I plan on installing a on off on transfer switch between the meter / 200 amp switch and my main panel. I also plan on installing an outside generator outlet to connect the genset to the house.

Considering that a short circuit on the outside outlet would only be protected by the 200 amp breaker between the light meter and the transfer switch, shouldn't the line to the generator be fused at 30 amps (6500 watt Honda)? And I would think that the transfer switch would have breakers in it. It doesn't.

What am I missing?
