Concerned with Wiring for Light Fixture (xpost)

I'm cross-posting this here in hopes of getting some help, I posted on the Lighting forum but have gotten no responses.

We picked up this light fixture brand new in sealed box at a place that sells leftovers from hotel builds/remodels. The installation instructions look like any other light fixture I have ever installed.

But, I am concerned about the wording on the Warning sticker - the part about supply wires being located within 3 inches of the ballast. The wiring connections are directly behind the ballast on the other side of the metal plate - it is definitely not more than 3 inches away.

Or is this not something that can be used in a residential setting? My husband thinks maybe it is for commercial use only? Our house is only 10 years old, so no old funky wiring to deal with.

Also, if it is OK to use in my house, the part about 42 watts max - is that 42 watts for each lamp, or 42 watts total between the 2?
