Sub Panel or More wire??

Getting ready to finish out a basement. I have 2- 200 amp panels in the garage(basement), but due to code restrictions the garage had to be drywalled before closing. So now I am faced with either having to snake a bunch of wires through the ceiling or run one line to a sub panel in the basement, and from there run my wires for switches,receptacles, etc. Good plan or bad plan? Also does it matter where I position the sub panel, ie. outside wall or interior wall? Thanks

Either method is acceptable. It makes no difference what wall the panel is on as long as the space in front of it is clear.
