It is a photocell for something. They turn things on when it gets dark, usually lights. It could be on a switch or constantly powered.

Oh, thanks. It is probably what turns on the light on the post at the end of the driveway.

stick a piece of tape on it in the daytime and watch to see if the light comes on. It might take a few minutes but that should show you what it controls for certain.

Golly by gosh! Gotta love that dried out duct tape weather proofing - seen more often than not!

The box still gets wet inside, no matter how well you try to gasket and seal it.

Condensation alone enures water is present.
