Our photo cell stays on all the time, is the small aluminum bar supposed to be over the "eye' or to the side? It is to the side now, and the lights are on all day and all night. Our electric bill reflects this increase. The lights used to go off and on. They are not hooked up to a timer, we don't think. But there is a timer there, for the parking lot lights, possibly. But we are concerned with the canopy lights, which should be strictly controlled with the photo cell.
