Upgraded panel question

House is 60 years old. Electrical has been upgraded, grounded etc. I noticed with the panel that the old GE panel housing was used for the new breakers and new cover.

Is it standard or strange to see the old housing of the panel used with new guts and cover?

I would be sure you did actually get new guts and not just new breakers. I have heard of it being done in a situation that was hard to access, or the buss was damaged. I would never do it myself.

Would a situation like this pass inspection? OR in other words, would a licensed electrician do this or can I assume my panel was done by a homeowner?
