My microwave and oven clocks keep resetting, maybe once every 3 days, which by itself does not really concern me, but I'm worried that this is part of a bigger problem. The power supply on my computer got burned out the first night I was staying in the house, which is a big concern, because I had to buy a new one, and it will arrive later this week. I'm wondering if there may be frequent surges in my house, and what might be done to alleviate this.

Also, the computer was indeed connected to a good surge protector, so that's not the issue.

It sounds like you are having power outages, rather than surges. They may be lasting only a few seconds, but that's all it takes to reset digital clocks that have no battery backup (which most appliances don't) I'd make sure my computer was turned off when not in use, rather than powered up and sitting in 'idle'. I'd also call the POCO to find out what they know about the outages and/or complain.
