safely tie off wiring to permanently remove lamp bulb socket

I recently purchased a lamp that uses 3 candelabra base lights in the lower enclosed portion of the lamp and about 12 inches higher on the exterior top of that portion is a regular base bulb socket that protrudes from a decorative, raised, fluted opening. I want to permanently remove the top bulb socket and its base so no shade will be needed, and only the decorative top will be visible. How do I safely remove the entire bulb socket apparatus and tie off the wiring to it where it will not have a negative effect on the 3 candelabra lights in the lower portion of the lamp? There is a switch on the base of the lamp that controls the on/off features in addition to the switch on the top bulb socket, so I don't need the switch that is located on the bulb socket that I want to remove. Thanks for any help!
