Wiring to an Outbuilding

I have a small barn that is 150 feet from my house. I have available 4 unused THHN/THWN 8 gauge conductors that used to supply an "endless pool", which has been removed.

I would like to supply a 20-amp 120V receptacle in the barn which will not experience voltage drop when running a power tool, and using the 8 AWG wire would certainly help.

So, 2 questions:

a) Can I put a 20 amp breaker in the circuit breaker panel in my house and use this 8 AWG circuit to supply the barn receptacle (using the black, white, and green conductors)? I might have to pigtail some 12 AWG wire at the end by the receptacle.

b) Would I have to install and run this through a subpanel in the barn? I only need the one circuit.
