Troubleshoot power loss at outlets

In my 14 year old residence, the bathroom outlets on the second floor no longer have power. These outlets are fed by one 15 amp leg of a double breaker. At the breaker output I can measure 120v. When I switched this breaker with another breaker in my service panel, the problem does not follow the breaker. The wiring is all internal to the structure and I do not believe it traverses the attic. When I measure between the hot side of all of the outlets where a plug would be inserted and ground I read zero voltage. I inspected the outlets and the wiring appears to be solidly screwed down.
