If the cable is approved for that, yes.

At 12 volts, the length of the conductors becomes very important. For a given wattage, at 12 volts, the amperes are 10 times the amperes for the same wattage at 120 volts. Higher amperes is directly related to higher voltage drop. Longer conductors is directly related to voltage drop. Mounting the 12 volt transformer up under the floor joists might help keep the 12 volt wire runs shorter.
