Junction box within vertical dedicated space of panel

Having difficulties finding a clear answer in the code. Have a service upgrade to do on a finished exterior wall that currently has a fuse panel located 1 ft off the floor. Would it be permissible to turn the fuse panel into a junction point with the main service panel mounted directly above? Seems this is common with gutters associated with panel distribution and is not much different. I just seem to recall a post with someone taking it as far as not allowing a convenience receptacle to be mounted directly below a panel board however mounting it to the side was acceptable. Then again this could all be an inspector's call I suppose.
