Grounding duplex plugs

Recently purchased a home in Ont built in 1955. For the most part the originally wiring is only 2 wire, no ground. There has been some electrical work over the years, new 200 amp breaker panel, 20 amp kitchen plugs but the wall plugs are all original in the living and sleeping areas. The previous owner had a duplex behind where the tv is plugged into changed and ran a separate ground wire to the cold water pipe directly below in the furnace room.

I check the panel and the main ground at the panel is clamped to the water pipe just inside the wall.

Is the ground on the water pipe at the hot water tank safe? Or should a separate ground wire be run to the panel and fixed inside the panel to the ground lug?
