Want to add a builtin Microwave over the oven, there is not a plug in the space. There is a range hood next to it with a plug. Question can I tap into the range hood plug and run a plug for the Microwave?

Not unless the hood is on a dedicated circuit, which is HIGHLY unlikely.

You need to run a new circuit for it.

thanks, that's why I asked. The microwave draws 13.9 amps is a 15 amp circuit sufficient?

thanks, looking at my panel the slots are all filled. Can I use a double circuit breaker in a 20 Amp circuit that is already there? Are there any other considerations I need to be aware of using a double circuit breaker?

You need to make sure your panel will accept tandem or half-size breakers.

If you don't know about your box, check for the model number. It will have something like "letters" 2, 2 digit numbers "letters and numbers" on it. The first number is the total slots in the box. The second is the total allowed unit. In 1624, you would have 16 slots and 8 of them could be used for tandem or half-size breakers. Generally, if only some of the slots accept tandem breakers, it will be the bottom slots. The panel should have a wiring diagram on it for you to confirm.

Where should the outlet be installed for the microwave? How High? In the cabinet above it? plug in or hard wired?

In the cabinet above the micro; to the right side; typically low as opposed to high up; plug-in...NEVER hard wired.
