Old window insulation help

Looking to stop a light draft around the edges of this window to keep the house a little warmer. It's tough to find any information or recommendations online without knowing what kind it is though. I like to research before i just jump in and rig something up. The chain pulls down and the whole square comes out. Have any thoughts? Thank you in advance!
