Not a roman shade it's either up or down. A wood blind would work but you lose your privacy when you tilt the slate open to let light in. A top down-bottom up cellular shade might be a good option. Picture the shade completly close giving you total privacy, then the top drops down halfway to let light in and the bottom stays closed to maintain privacy.

A Bali Solar shade would be my suggestion. The styles range from 5- 14% openess which knocks down the sun's glare and heat but not so much the light or view. They do add a layer of privacy but that changes from daytime to night and depending on interior lighting. YMMV on what the total privacy level is required.
