Simply put, you need to invest in new windows. I would look at a good quality
window with a good installer.

How old are the windows?

The odds are heavily in mmarse1's favor in that recommendation based on what we see out of new construction windows. Builders will quite regularly use the cheapest crap they can get. The home is no longer their concern after a year and even the worst window will make it a year without issue in most cases.

What climate region or region of the country are you in? The reason I ask is that you can likely lessen the drafts at the window openings by air sealing and insulating the home. When you air seal the home, you lessen the air loss out of the home which, in turn, lessens the air infiltration (incoming drafts) to replace the air lost.

Air sealing and insulation is a great investment no matter what and usually has a pretty short ROI for most folks. If you haven't had it done, the home needs it. Haven't been into a home yet that doesn't benefit from this type of work.

Post up some more details and perhaps a couple of pictures of the home and I will share whatever advice and I can lend.

What brand and model of window do you have? Have you ruled out the installation being the problem or air sealing as WOW mentioned? Usually even a crappy window will seal up fairly tight for awhile.
