Help with soundproof windows

We live in a 1910 brick rowhouse in DC, which is about 20 ft from a moderately busy street. Right now, we use the second-floor, street-facing room as a study, but now plan to use it as a nursery and want to improve windows' noise-blocking qualities.

The current windows are double-pane, double-hung wood windows. We are open to getting new windows, or getting storm windows to put on the outside of the windows.

I've browsed through the forums but have found a lot of the technical details a bit dizzying. I would love specific recommendations as to brands or kinds of windows to investigate.
