storm window glass choices

I am in the process of selecting exterior storms. What kind of glass should I go with? I have one builder that will create custom single pane wood storms for $200 a pop, but would double pane or laminated glass be better? For security issues and soundproofing it seems the laminated would be desirable on at least a few of the windows. I should note that the windows themselves are original and pretty significant air infiltration. What about a Low E coating?

Double pane laminate with LoE coatings would be your best option. However, I suspect that the installed cost would be close to what you could just replace the entire window for.
