Marvin Ultimate Insert - need to remove old pulleys, etc?

A very reputable Marvin dealer in the Chicago area just quoted replacing the double hungs in our 1930 house with Ultimate insert replacement windows. He says that they do not remove the old pulleys and weights, nor do they remove the casing, add insulation and then replace the casing. Rather they just cut the cords and put the insert right over the old casing with the pulleys, etc still in place.

Is this acceptable practice? I'm not too worried about the lack of additional insulation but I do want to get the best fit/install possible.

Please let me know your thoughts

(BTW, I also am getting a bid from a historical window refinisher but I suspect that it will be out of my range financially)
