Leak in vinyl window frame

Hi,

I thought this would be a common problem, but I was not able to find any useful information thus far.

We have stacked windows with a vinyl frame separating the two. When it rains very heavy from the South, it seems that water gets into the seep holes and leaks into the house through the frame. I cannot see the crack anywhere and simply do not want to replace the entire window as a fix (we live in New Mexico and only get about 30 days of rain per year).

My initial idea for a fix is to get some low viscosity silicon (maybe some elastomeric silicon roof paint) and inject it into the seep holes using an empty caulking cartridge. My intention would be to put just a very small layer on the bottom that would fill the crack without obstructing the seep holes.

Is this an absolutely awful idea? Is there a better way?
