best way to fix/seal casement window?

I have 2 casement windows very high up on the 2nd floor. They wont be opened for ventilation as we are worried of our cat falling off the sill. What is the best way to seal these up long term. They need new latches but im considering putting a screw in each corner. Is silicone tube weathersteippi g the best stuff? Right now one of them leaks a lot of air and sound.

How old are they?

Many of the older casements are serviceable and can accommodate new weatherstripping and cam mechanisms.

They are around 100 years old. They are not so much a casement as tjey are just a side hinged window with an adjuster that prevents them from opening too far or slamming shut. Picture to follow.
