Historic phoenix window replacements

My daughter has a home in central phoenix built in 1932. It has lovely unpaned wooden windows but they leak like crazy and are single paned. There were additions to the house in the late 40s and the windows there are steel casements with the small panes. Also not energy efficient. Can anyone recommend what she should do. Replace all windows and with what.? Try and rehab a the wood windows and get new ones to replace the steel cased?suck it up and keep paying the electric bills and leave all as is? Vinyl or fiberglass or wood replacements? Her budget is flexible but the house is only worth about 275K so don't want to overspend the value of the house. It is already one of the more expensive houses in the neighborhood and needs extensive new landscaping too so can't go too overboard. House is 1700sf. Sort of farm house looking with stucco.

Any opinions would be greatly appreciated.
