Windows aren't set right.

They should have been padded up slightly to make sure the weeps didn't drain behind the block.

Looks like poor flashing as well.

thanks for the reply. the company I hired said my concerns are not with how the windows were installed but how the weep holes didn't drain. They sent people out to cut my trim which I didn't give the go ahead and look at the out come. They are to cheap to fix the issues proper so now Im left with resorting to paying an inspector and contacting the manufacture.

Inspector will tell you the same thing all install. Manufacturer will tell you nothing they will do all install. The installer is the one you need to get back to the site to fix their error.

They're right, that's an installation issue completely. The window needs to be raised or the trim needs to be lowered - one or the other.

While it's too late in this case, for other homeowners who read this thread, single hung or double hung windows that utilize weep holes for primary drainage should be avoided. Stick with sloped sills and stay away from pocket sills.

Stay away from pocket sill windows.

Contact installer ,via letter registered mail, and give them 60 days to fix the problem, and be clear to them of your next steps if the problem is not resolved.

In the meantime be lining up a legal person familiar with the building trade.
