Blind between panes after the fact?

Does anyone know if mini-blinds can be installed between the two panes of glass after the windows are already manufactured?

On Pella designer Series they can because the blinds are behind a hinged panel...on other brands that have them such as Eagle, no they cannot, nor can they be serviced if they break
