As a matter of fact, Grumpy Cat keeps the thread bumped up so they get more attention so don't hate on GC.

In response to your now clarified question, "L" brackets screwed into the jamb and through the top of the sash are the best way to "lock" down that window.

Whether that is considered code approved is a completely other matter.

Seeing as the code reviewer, if you are getting permits, is going to be the person to approve or disapprove, I would check with them.

They may not allow such a modification because their likely contention will be that the "fixed" aspect of the window is not permanent.

If that is the case, you may have to just spring for a picture window.
