Alternative to Replacement Windows?

Our house was built in the 1920's by a master carpenter who also built many of the houses in our village. The windows are high quality oak but have single pane and many don't open, or if they do, are drafty in the winter.

I just got a quote for $20K to replace them with wood windows. They will be taking out oak sashes and replacing them with pine and replacing oil-rubbed bronze with bronze color resin. It seems like I'm paying a lot of money for a downgrade.

Are their any alternatives to replacing windows that would help with the energy efficiency we need?
