Both are excellent choices. If you look at the ratings, they are about the same. I'd probably save a buck and go for the Okna.

Inside the casement family, there is no real performance offset between the two. Both will be supremely airtight and high Design Pressure number.

As long as the vinyl casement does what you need to in terms of looks, I don't see a reason why it wouldn't meet your performance criteria.
