Exterior window seal

I recently had Okna 500's installed and as I was touching up the area where the storm windows used to be I saw this on one of the windows (the picture appears sideways, the gap you are seeing is at the top of the window). I then proceeded to see this on a few others as well. I assume this is not proper, but wanted to get opinions from the board. If it's not, is it an issue of improperly measured windows or is it normal for there to be a space and the installers should have went back and applied additional sealant to the exterior of the windows?

Can you take a few more pics from different angles, and farther back? ... At the very least it looks like it should be caulked.

Needs to be caulked.

Call the installer back out.

It is more of an aesthetic issue in this case as it looks like the head of the frame extends up and behind the trim.
