Need help Windows repair

Hi All,
I would like to know whether it is better to repair existing windows or replace them at my home. Could someone refer me to a good expert in Northern VA area who can take a look at it and let me know about it. I have the following small issues with all windows

a) Cracks on window glass only one like that
b) Windows doesn't stay in lock position when it is lifted
c) Windows locks got broken
d) Need to check insulation is good or not.
e) Its hard to open and close them
