1x4 is installed around the opening of windows before install?

We are in the process of building a new home and the builder added a 1x4 around every single window opening before they install the windows. So the windows will be nailed to the 1x4 installed of the wall sheating. I asked him why they installed this before the windows are installed and he said that the window needs to be popped out a little since we are installing brick and adding brickmould.

I have never seen a 1x4 added to the out side opening of the window before they install it.

We have 2x6s exterior walls and the window jam sizes are 6 9/16. And we purchased Jeld Wen Siteline EX casement clad / wood windows.

Is this a good idea or not? This sounds like it could be a problem for leaking and incorrect installation. Has anyone ever seen this done.
