How to fix foggy double-paned windows?

Our house is 40 years old and we have a huge double-paned Andersen picture window in the LR. 15 separate windows, each 17"Hx22"W. Most of the panels are fogged in between the panels so that even when I clean the window inside and out it still looks dirty. I have had the local "window guru" (a chain) guy come out and tell me that I will need to replace completely several panels because the condensation has permanently etched itself onto the glass and the others he can suck the condensation out and reseal those panes with silicone. Has anyone who has had this problem used the "window guru" sucking method and does it work? Has anyone had double-pane windows replaced and is this the more economical way to go? I'm afraid the cost of a complete new window if I could find one or have custom made is not in our budget. But I would really like to be able to see out our picture window again. Any replies from those who have solved their foggy window problem would be greatly appreciated. Thanks.

No, I meant to say "glass guru" the chain, not a big-box store--there is actually a chain called "glass guru" which supposedly has a method of drilling two small holes (top right/bottom left) in outside of pane, drying out the condensation between the double-panes, then resealing the window, etc. Guess no one has heard of "glass guru". Replacing my window--will probably need custom bow window made--will run around $5K for the size. Glass guru says I can replace individual panes for around $70 each. At this price I could replace all 15 panels for $1100 or so. Still much cheaper than new window--wood frame is in excellent shape, no rot, just foggy panes. Has anyone ever replaced single double-panes (i.e. baseball accident, etc.)?

You need new windows, plain and simple and need to invest in quality or else you will be confronted with same problem again in a few years.

Resealing existing IG units in my book is a bandaid (and a poor one at that) but in this case so is replacing the glass which is generally the other option. But considering the age of your windows you more than likely have gotten to the end of their lifespan and I will agree with mmarse that you would be better served spending the money on new windows rather than replacing the glass. And an employee of a box store (Lowes, HD etc) should never be misconstrued as a "window guru" in my book. Nor would I entertain purchasing windows from a box store.

Company I work for does it every day, change out the actual IG unit.

Check with Andersen as it's likely they still make sash just like the original. I recommend that only if the frame is still in good shape. You may also be able to order sash glazed with the latest low e option?
You will need the glass date off the corner of the glass and the visible glass size when you make the call.

While new windows are probably a sound investment, you should get the cost of new Andersen replacement glass and make the cost comparison then.

If the glass is pretty cost effective and they frames are in good shape, that is a great option.
