How to fix foggy double-paned windows?

Our house is 40 years old and we have a huge double-paned Andersen picture window in the LR. 15 separate windows, each 17"Hx22"W. Most of the panels are fogged in between the panels so that even when I clean the window inside and out it still looks dirty. I have had the local "window guru" (a chain) guy come out and tell me that I will need to replace completely several panels because the condensation has permanently etched itself onto the glass and the others he can suck the condensation out and reseal those panes with silicone. Has anyone who has had this problem used the "window guru" sucking method and does it work? Has anyone had double-pane windows replaced and is this the more economical way to go? I'm afraid the cost of a complete new window if I could find one or have custom made is not in our budget. But I would really like to be able to see out our picture window again. Any replies from those who have solved their foggy window problem would be greatly appreciated. Thanks.
