window Design/Placement question

Hello,

Help settle a debate for our great room windows.

We have 2-3056 and right beneath 2- 3060 on one wall. These windows face southwest and were added for the sunlight. View is ok. DH thinks we should eliminate the 2-3056 top windows since we will be able to see neighbors yard. I think the room would look odd with just the two windows at top and nothing at the bottom. Thoughts? Does DH's suggestion work?
