Window install in DC

I have sheetrock return windows in a town house. I want it to be airtight.
My contractor said one way to achieve that would be to obviously use a good window but also mentioned his install. He installs the window sheetrock to sheetrock. He claims that with sheetrock returns, the sheetrock always sits right up agains the 2x4 so there is never any gap that needs to be insulated unlike a wood return where the extension jamb has a small space between the 2x4 and extension jamb which needs to be insulated either by new construction or removing the moulding and spraying in foam. He will still foam the perimeter of the new window though.
Is he correct with the sheetrock return?
